Alexey Boev: “AI Is Simplifying the Delivery of Social Assistance in Russia”

Artificial intelligence is helping process citizens’ appeals to senior officials and deliver targeted support.

In 2025, artificial intelligence was used for the first time to process citizens’ appeals addressed to the country’s and regions’ top leadership. As Alexey Boev, an expert with the NF.Analytics unit of the All-Russia People’s Front, told IT RUSSIA in an interview, these technologies have made it possible to significantly speed up the delivery of targeted assistance.

“One of the largest examples of public communication with citizens is the program Year in Review with Vladimir Putin,” Boev said. “Since 2019, the People’s Front has been collecting, analyzing, and monitoring the handling of appeals submitted to the president’s annual call-in show. Almost every year, this involves several million questions. In 2025, there were more than three million. Over the past few years, this project has undergone major technological changes.”

According to Boev, the use of artificial intelligence – specifically Sber’s GigaChat neural network – makes it possible to transcribe messages in real time, analyze them by topic, identify issues requiring urgent decisions, and determine which government authority is responsible for addressing each case.

“These solutions make it possible to accelerate the delivery of real assistance to citizens by orders of magnitude,” he said.

Analyzing Requests and Drafting Responses

AI was also used in 2025 to process appeals addressed to regional governors. The first mover was Nizhny Novgorod Region Governor Gleb Nikitin, who applied the technology during his annual call-in session. In the region, messages were analyzed using the domestic platform Deeray. AI converted every phone call, video message, or audio recording into structured text with clearly identified topics, problems, and the sender’s address.

In Novosibirsk Region, by contrast, AI is being used to analyze officials’ replies and help make the wording of formal responses less bureaucratic. In public administration, neural networks are reducing routine workloads and shortening the time needed to resolve social issues in practice.
