Russia to Require Cybersecurity Training for Civil Servants

Government employees in Russia will soon undergo mandatory cybersecurity courses aimed at reducing digital threats and protecting state infrastructure.

Russia’s Ministry of Digital Development has backed a proposal from State Duma deputies to train staff of federal and municipal agencies in the basics of cybersecurity. The initiative is designed to lower the risks of cyberattacks and strengthen the protection of government information resources and the nation’s critical infrastructure.

The training will be compulsory and recurring, with participants required to pass a final assessment. An expert council created for the initiative is developing a program called “Digital Literacy for Civil Servants.” It will cover social engineering, phishing, malware, personal data protection, and threats tied to artificial intelligence.

Assessments will be carried out on the “TsifrAtest” platform. The exam will include questions on phone fraud, spam protection, secure use of messaging apps and social networks, and safe access to state e-services. Participants who pass will receive official certificates confirming their skills.
