Rostelecom Invests in Rabochiye Ruki, a Platform Connecting Businesses With On-Demand Labor
Russia’s largest telecom is betting on platform-based employment, backing a fast-growing service that helps companies quickly hire temporary workers while giving job seekers faster access to paid shifts

Employers Get Workers, Contractors Get Paid
Russia’s national telecom operator Rostelecom has invested in Rabochiye Ruki (Workforce Hands), a digital platform aggregating blue-collar and shift-based jobs. The deal expands Rostelecom’s portfolio of digital services and signals a broader move into labor-tech platforms. Rabochiye Ruki is one of the leaders in Russia’s on-demand workforce market. Early-stage backing came from the Internet Initiatives Development Fund, which acquired a 14.82% stake and later sold part of it at a strong return. The platform has completed more than one million orders since launch, helping companies across multiple industries find temporary staff quickly.
The service has built trust through efficient workforce matching and strict adherence to deadlines. Employers can rapidly close short-term vacancies, add staff during peak workloads, and improve operational efficiency. For contractors, the platform offers faster access to paid work. A strong professional team and deep understanding of market needs have positioned Rabochiye Ruki as one of the most competitive solutions in Russia’s digital employment market.

As CEO Oleg Shilov noted, combining efforts with Rostelecom opens broad growth opportunities and gives the platform a powerful development boost. Job seekers can often find work on the same day they register, while client companies can quickly hire temporary staff without delays. The platform provides tools for recruiting, payments, shift management, and software for managing outsourcing companies through a unified system.
Building a Digital Workforce Cluster
For Rostelecom, the investment has strategic significance. Integrating Rabochiye Ruki into its ecosystem strengthens the company’s position in digital platforms while delivering practical value. Business customers gain faster access to additional labor, and workers receive more stable income opportunities.

Integration into Rostelecom’s ecosystem is expected to increase hiring efficiency, automate temporary workforce management in large industrial and service companies, and expand the platform’s geographic reach using Rostelecom’s nationwide client base.
Rabochiye Ruki currently focuses on Russia and CIS markets, where demand for digitalized and flexible employment continues to grow. The investment supports Rostelecom’s broader strategy of building a digital ecosystem for workforce management and creates a pathway for expansion into neighboring markets.
