Krasnoyarsk Region Shifts to Intelligent Environmental Monitoring

Russia's Krasnoyarsk Region, one of the country's largest industrial centers, is accelerating its transition to digital environmental oversight as it seeks to improve ecological performance.

The region plans to digitize environmental monitoring by introducing continuous data analysis, predictive analytics, and targeted oversight of high-risk facilities. The first phase of this transformation is scheduled for completion by the end of 2026.

Smart Monitoring

Traditional inspector visits will increasingly give way to intelligent digital monitoring. The new system will bring together fragmented data sources, automated sensors, predictive models, and geographic information systems into a single monitoring framework. Instead of simply documenting violations after they occur, authorities will be able to anticipate potential problems, identify pollution sources with greater precision, and direct inspectors only to sites that require intervention.

In 2025, the estimated environmental damage assessed in the region exceeded 6 billion rubles (approximately $77 million). In parallel, regional authorities are placing greater emphasis on prevention. Last year alone, the Ministry of Ecology carried out 762 preventive activities. While the ministry focuses on reducing environmental risks before incidents occur, it continues to apply strict enforcement measures against organizations that have already caused damage.

High Technology for Challenging Environments

The Norilsk industrial district is one of Russia's most demanding regions in terms of both climate and environmental conditions. It is also becoming a testing ground for technologies expected to underpin the broader monitoring system. For example, Nornickel, working with the Polar State University, has created Russia's first background monitoring network for permafrost.

A network of thousands of sensors already operates across the territory stretching from Norilsk to Dudinka, transmitting around-the-clock data on ground conditions to a centralized control center. The system is designed not only to support responses after accidents occur but also to identify risks in advance by tracking climate-driven changes and deformation of building foundations. According to experts from the Scientific and Technical Council of Rosprirodnadzor, environmental risks account for as much as 72% of the overall cost of dealing with accident consequences, reinforcing the case for a more proactive approach to environmental risk management.

As part of the federal Chisty Vozdukh (Clean Air) project under the national Ekologicheskoye Blagopoluchiye (Environmental Well-Being) initiative, Nornickel has also reported progress under its Sulfur Program. Smelting units at the Nadezhda Metallurgical Plant now capture 99% of sulfur dioxide emissions. Since the beginning of 2026, the company has collected 372,000 metric tons of SO₂, while the cumulative volume captured since the program began has exceeded 1.2 million metric tons.

The Future Is Already Here

Projects like the one underway in Krasnoyarsk are creating demand for advanced environmental technologies, including sensors, the industrial Internet of Things, big data processing systems, geospatial platforms, and artificial intelligence. One example is a pilot project launched by MTS together with the Krasnoyarsk Region Ministry of Ecology to monitor urban air quality. The AI-powered digital platform forecasts how pollutants will disperse up to two days in advance. Russia is also developing Arctic drone systems controlled by neural networks. Designed to operate autonomously in temperatures as low as minus 40 degrees Celsius, these systems reduce manual work by a factor of ten.

The new monitoring system is expected to identify pollution more quickly, reduce the risk of industrial accidents, and provide more objective information about environmental conditions. Over time, Krasnoyarsk Region could become a model for digital environmental oversight that can be adopted by other major industrial regions, including Irkutsk, Kemerovo, Chelyabinsk, and Murmansk regions, as well as the Republic of Sakha.

Russia is already building a unified national digital environmental ecosystem. In 2024, the government approved the framework for creating the FGIS (Federal State Environmental Information System). The platform brings together data on air quality, water resources, soils, waste, permafrost conditions, and other components of the natural environment.

We are actively applying these approaches across the region, shifting our focus toward prevention. In 2025 alone, the ministry carried out 762 preventive activities. Our priority is to prevent violations before they happen, but we also take firm action against those who cause environmental damage. Last year, the estimated damage exceeded 6 billion rubles. The transition to digital environmental oversight will make this work even more targeted and effective. We intend to complete the first stage by the end of this year
