MAX to Become a New Channel for Critical Notifications

The developers behind the MAX messenger have signed cooperation agreements with Russia’s four largest mobile operators. The national platform will now be used to deliver verification codes and other sensitive information.

Russia’s national messenger MAX continues evolving from a standard messaging platform into a broader digital ecosystem designed to handle a growing range of services. In practice, the platform is developing along the same trajectory its creators outlined when the service first launched.

A New Role for the National Platform

It recently emerged that Russia’s “big four” telecom operators had signed strategic agreements with the developers of MAX. Under the new partnerships, the national messenger will be used to deliver authorization, service, and transactional notifications to users. That effectively turns MAX into an additional channel for transmitting critical information and significantly raises the platform’s strategic importance.

The messenger’s developers say mobile subscribers will not need to manually configure any new settings. Telecom operators will handle all required integrations independently. To simplify navigation, notifications will be automatically sorted into two dedicated folders called “Verification Codes” and “Useful Notifications.”

At the same time, especially sensitive messages will only be delivered to a trusted device selected by the account owner. The technology was previously tested jointly with Mintsifry (Russia’s Ministry of Digital Development) and already serves as a core authentication mechanism for the Gosuslugi public-services platform.

New Opportunities for Businesses

The new notification-delivery system will operate within existing agreements between telecom operators and their corporate customers. From a technical standpoint, companies will continue using the same infrastructure and settings already deployed for current notification campaigns.

Over time, the business functionality is expected to expand significantly. Integration with MAX will allow companies to add richer multimedia and interactive features using Rich Media technologies, including images, GIFs, videos, audio, and interactive action buttons. These tools could help businesses build stronger customer engagement and more personalized communication.

Demand Has Been Growing for Some Time

Telecom operators themselves are also speaking positively about the partnership with the national messenger. Businesses have reportedly been asking for expanded customer-communication tools through MAX for quite some time.

“In recent months, T2 has received a large number of requests from partner companies asking about the possibility of launching customer notifications through MAX. That demand reflects the growing role of the national messenger and the migration of commercial, information, and government services onto the platform. Integration with Gosuslugi will provide an additional layer of reliability for the communication channel. The capabilities of this digital platform will allow companies to diversify their business communications and make them more unique and targeted,” said T2 CEO Anton Godovikov.

The Shift Toward a Super App

The development of MAX as a national super app remains one of the central pillars of Russia’s broader digitalization strategy. The legal framework for the project was formalized in the federal law “On the Creation of a Multifunctional Information Exchange Service and Amendments to Certain Legislative Acts of the Russian Federation,” which was approved in June of last year. MAX was also officially added to Russia’s software registry during the same month.

At the end of 2025, reports emerged that Mintsifry planned to gradually move away from SMS-based authentication for Gosuslugi logins. Officials framed the proposal as part of a broader anti-fraud strategy aimed at reducing scams and strengthening account security. Alternative authentication methods under consideration included the MAX messenger.

The new partnership agreements between MAX and the telecom operators clearly form part of a broader long-term expansion strategy for the platform. In the foreseeable future, MAX could potentially become one of the primary channels for transmitting critical information because the application is designed around secure data delivery. The remaining challenge is ensuring that the messenger’s infrastructure can scale reliably as traffic volumes continue growing.
