Russia’s Transport Ministry Develops System to Assess Public Transit Quality
Digital tools are set to play a key role in the initiative.

Russia’s Transport Ministry is developing a system to assess the quality of public transportation, with a particular focus on introducing digital tools. Moscow’s experience will serve as a benchmark, as the capital is widely regarded as the country’s leading city in this area. The assessment will cover factors such as spatial, temporal, and price accessibility. The ministry also plans to expand successful practices nationwide.
Another key priority is the transition to regulated fares. Currently, about half of urban transit routes across Russia operate under unregulated fares. According to the ministry, market mechanisms often force transport operators to compete for passengers at the expense of safety and service quality. The ministry considers a shift to regulated fares essential, citing Perm, Nizhny Novgorod, and Kursk as cities that have already successfully implemented such reforms.
