Neural Networks in Russia Catch Dangerous Driving

An increasing number of Russian regions are turning to AI-powered cameras to spot drivers using smartphones behind the wheel, making fines nearly unavoidable and gradually reducing risky behavior on the roads.

In the Volgograd region, “smart cameras” began monitoring drivers for smartphone use two months ago. In that time, the AI system detected more than 1,000 violations.

The first neural network–driven cameras appeared on Russian roads back in 2020. These devices monitor steering wheel position, drivers’ hands, and seat belt use. Initially, cameras capable of recognizing phones in drivers’ hands were deployed only in Moscow, but since 2025 the practice has been expanding to other regions.

Officials from the State Traffic Inspectorate, citing research, note that using a phone while driving increases the risk of an accident fourfold. Sending text messages raises the danger even higher—by six times. Even glancing at an incoming message distracts a driver for at least five seconds.
