Kaluga Region Brings New Digital Retail Services to Gosuslugi
The Kaluga Region has launched new digital services on the Gosuslugi (State Services) portal for entrepreneurs operating temporary retail outlets, as well as for organizers of fairs and public markets.
The new tools also benefit shoppers. They can check whether a retail outlet is currently operating and quickly find the exact location of a specific kiosk or market stall. The services were developed under the national Ekonomika Dannykh i Tsifrovaya Transformatsiya Gosudarstva (Data Economy and Digital Transformation of the State) project, which aims to make doing business and organizing retail operations more transparent and easier to navigate.

The Kaluga Region's Gosuslugi portal now features an interactive map of officially registered retail outlets, with data continuing to expand across Kaluga and other cities throughout the region. Residents can also help shape their local retail landscape by suggesting new trading locations in neighborhoods where there is demand for kiosks selling fresh baked goods, vegetables, or prepared foods.
At the same time, shoppers can instantly verify whether a retail outlet is operating legally. Scanning the QR code displayed on a kiosk or market stall with a smartphone opens the seller's profile page. That allows customers to see exactly who is selling products while helping legitimate businesses distinguish themselves from illegal vendors. The platform also streamlines administrative processes for entrepreneurs. Information about retail placement requirements is available in one location, users can subscribe to notifications about newly available retail spaces and upcoming auctions in their city or district, and they can renew or modify agreements online without visiting government offices or dealing with lengthy paperwork. The QR code itself serves as confirmation that a kiosk, stall, or retail stand has been legally authorized. Similar digital tools are also available to organizers of fairs and retail markets.
Stronger Oversight, More Transparent Retail
The new services are designed to improve market transparency, simplify entry into offline retail for small businesses, and enhance the quality of municipal data collection. For entrepreneurs, they reduce administrative overhead while making it easier to identify suitable retail locations. Municipal governments gain a practical tool for maintaining accurate records of retail facilities, planning urban commercial infrastructure, and combating illegal trade. Consumers receive a fast and straightforward way to verify whether a retail outlet operates legally while also helping shape retail development in their neighborhoods. More broadly, digital services like these could contribute to more effective regulation of Russia's domestic retail sector.
The rollout of these services in the Kaluga Region illustrates the gradual shift from fragmented municipal oversight of temporary retail toward a unified digital framework. A key feature of the platform is that it consolidates information on retail locations, permit applications, auctions, and active retail outlets while integrating an interactive map into a single service.
A Digital Registry for Every Retail Outlet
Similar services could eventually expand across most Russian regions. They have already been introduced in the Smolensk and Kursk regions, and the Kaluga Region has now joined that trend. The timing is significant because new regulations governing mobile retail operations, including mobile shops and traveling stores, will take effect across Russia on September 1, 2026. The interactive digital map could become the primary tool for tracking retail locations and operating schedules while eventually evolving into a federal registry covering temporary retail outlets, fairs, and markets connected to regional information systems and electronic trading platforms.
Because the services are closely integrated with the Gosuslugi platform and municipal retail registries, their export potential is limited. Individual technologies developed for the project, however, including interactive maps, automated notifications, digital permits, and QR code verification, could be adapted for e-government platforms in CIS countries.
