Paying Traffic Police Fines Is Now Available Through Finuslugi
Russian motorists now have another convenient way to pay traffic fines. Finuslugi, the financial marketplace operated by the Moscow Exchange, has launched a service that lets users check and pay administrative fines issued by the State Traffic Safety Inspectorate (GIBDD).
Users can look up outstanding fines using their vehicle information, vehicle registration certificate, driver's license, or the official citation number. The same interface also offers personalized quotes for compulsory motor third-party liability insurance, known as OSAGO, as well as comprehensive auto insurance and mini comprehensive coverage.
Checking and paying traffic fines has long been available through Gosuslugi (State Services portal), banking apps, and dedicated services. Bringing payments and insurance together on a single financial platform marks another step in the digitalization of consumer services. Financial marketplaces are gradually evolving from selling standalone banking products to becoming universal digital ecosystems for everyday needs. Drivers can now check and pay a fine while comparing insurance offers in the same service, saving time. They can also manage their savings and investments without leaving the marketplace.
A One-Stop Shop
In the future, Finuslugi could introduce additional features, including notifications about newly issued fines, reminders before discounted payment deadlines expire, automatic payments, digital OSAGO policy issuance, and other services for vehicle owners. At the same time, the new service gives the platform another way to attract users. Checking traffic fines is a routine, high-volume activity that creates opportunities to offer insurance, lending, and other financial products afterward. In practice, that could increase how often customers use a marketplace that originally focused primarily on deposits and banking services.
Turning the service itself into an export product is unlikely because it was designed specifically for the Russian market. Adapting it for another country would require integration with local law enforcement, public finance, and insurance systems. The underlying one-stop-shop technology model, however, which combines government-issued charges, digital payments, and commercial financial product selection on a single platform, could itself become an exportable solution.
More Services Available Remotely
The Gosuslugi Avto (State Services Auto) application was launched back in 2021. Even its first version allowed users to check and pay traffic fines and access a digital vehicle registration certificate. Since then, the application has evolved into a comprehensive digital service for motorists. Beginning the following year, vehicle-related payments also started appearing in banking applications.
Finuslugi has also expanded its capabilities. In 2024, alongside its traditional deposit and lending services, the platform introduced online purchases of investment fund units through a one-stop-shop interface. During the following year, the number of deposits opened through the platform increased by 59%, while its total deposit portfolio grew by 33%. In 2026, PSB Bank joined Finuslugi through the Moscow Exchange, allowing its customers to open deposits and accounts remotely regardless of where they live. Now, the platform also enables users to pay traffic fines.
Comprehensive Platforms Are the Future of Digital Services
Adding a widely used service tied to everyday activities could expand the Moscow Exchange's user base and increase how often customers interact with its platform. The underlying technology is not new, but it allows the marketplace ecosystem to move into a new stage of development.
Looking ahead, competition among financial marketplaces, banks, and government applications is likely to center on how seamlessly they support the entire customer journey. The strongest platforms will be those where drivers can do more than pay a fine. They will also be able to purchase insurance, receive notifications, challenge a citation, and access other related services without switching between multiple applications.
