Digital Passport to Appear on Russia’s State Services App

Russian citizens will soon be able to use a QR code from the Gosuslugi mobile app instead of their paper passport, with the digital option designed to complement rather than replace the physical document.

The rollout will take place in stages. Initially, the QR code will be accepted only at organizations connected to the GosDoki system. The list of participating venues will expand according to a government-approved schedule. From the first stage, the digital passport will be useful for visiting movie theaters or museums with age restrictions, passing through business center turnstiles, purchasing age-restricted products in stores, and picking up parcels or registered mail at the post office.

Later, the functionality will expand further to include banks, multifunctional centers (MFCs) for select government services, telecom shops, private clinics, and hotels. To protect personal data, only necessary information will be displayed when the code is scanned — for instance, a ticket inspector will see only the user’s photo and age confirmation, not the full passport details.

The initiative, according to the ministry, is meant to make interactions with organizations more modern, faster, and more secure.
