Penza Joins Federal Shift Toward Smartphone-Based Home Management

More than 80,000 residents of the Penza Region have already registered in the Gosuslugi Dom application. Behind what may seem like a modest figure lies a clear federal trend toward transforming Russia’s housing and utilities sector into a unified digital ecosystem.

The rollout of the Gosuslugi Dom application, developed under the national project Ekonomika dannykh (Data Economy), is progressing steadily across all regions of Russia. More residents are connecting to the service after experiencing its convenience and functionality.

Local authorities have played a key role in driving adoption through sustained outreach. In the Penza Region, this work is led by the State Housing Inspectorate and the regional Ministry of Housing and Utilities and Civil Protection. That effort is not simply promotional. The service goes beyond paying bills and submitting meter readings, enabling residents to address more complex and practical housing-related issues.

The app includes official building-level chat groups where neighbors can discuss topics ranging from maintenance issues to collective initiatives, with participation from property management companies or homeowners associations.

As such, the Penza Region offers a clear example of how a proven federal product can scale locally. The Gosuslugi Dom application is tightly integrated with the national GIS ZhKKh (State Information System for Housing and Utilities), which aggregates data on housing stock, tariffs, scheduled maintenance and utility services across the country. This ensures both accuracy and transparency of the information provided.

From Apartment Blocks to a Full Real Estate Super-App

The news from Penza shows that digital tools in the housing sector have moved well beyond pilot stages and are now part of everyday life.

The application’s functionality continues to expand. In 2025, a feature allowing guest access for family members or tenants was introduced. At the same time, the app began to be used not only by residents of apartment buildings but also by owners of individual homes – a significant step, given that such households account for more than a quarter of all housing in Russia.

The next stage will include the addition of non-residential properties and municipal housing.

Five Years That Reshaped Housing Management

The news from Penza shows that Russia’s housing sector has undergone a steady digital transformation.

In 2023, the Ministry of Digital Development and the Ministry of Construction launched Gosuslugi Dom as a single access point for housing and utilities services in five pilot regions – Belgorod, Kaluga, Chelyabinsk and Omsk regions, as well as the Khanty-Mansi Autonomous Okrug.

Between 2024 and 2025, the application’s capabilities were steadily expanded. Legislation established the ability to hold legally binding homeowners’ meetings through the app. Since March 1, 2025, remote voting meetings can only be conducted using GIS ZhKKh and Gosuslugi Dom.

By early 2026, the number of downloads of the Gosuslugi Dom application had exceeded 15 million. More than 4.3 million users access it monthly, using it to resolve everyday issues. Residents have already submitted more than 5.4 million requests to property management companies, including 420,000 collective submissions.

A Unified Digital Framework as the Next Step

The news from Penza shows that paper-based processes, queues at management offices and fragmented chat groups are being replaced by a structured and transparent digital environment.

Further development of Gosuslugi Dom is expected to turn it into a comprehensive housing portal, integrating utility payments, control of intercoms and access barriers, reporting by management companies and additional services.

This transformation is part of a broader strategy aimed at strengthening the country’s digital sovereignty. At the same time, digitalization serves as a practical tool that is redefining how all participants in the housing ecosystem interact.
