Over 5 Million Highway Tolls in Russia Paid Through Gosuslugi

Russia’s “Free Flow” tolling system is scaling fast, leveraging the country’s national digital portal to replace traditional toll booths.

Russia is expanding its unique digital model for highway toll collection—known as Free Flow. Its key feature is deep integration with the Unified Portal of Public Services (Gosuslugi), eliminating the need for barriers and on-site payment points. According to the latest data, more than 5 million transactions have already been processed through Gosuslugi.

On highways using Free Flow, cameras record vehicles, and charges are automatically sent to the driver’s Gosuslugi account within 24 hours. Payment requires no separate registration—only a standard account, which over 100 million Russians already have.

For drivers, the convenience is matched by economic and infrastructure benefits. Free Flow is 15–20% cheaper to build and operate, and the removal of tollbooth bottlenecks saves both time and fuel.
