Rosatom Unveils Draft Strategy for Quantum Computing Development in Russia

The initiative envisions quantum technologies contributing an additional 1–2% to Russia’s GDP over the long term.

Rosatom presented a draft strategy for the development of quantum computing in Russia during a business breakfast held at the St. Petersburg International Economic Forum (SPIEF) 2026. The document is being prepared under instructions from President Vladimir Putin.

One of the strategy's primary goals is to develop capabilities that would secure Russia's technological sovereignty in quantum technologies. The document identifies an additional 1–2% contribution to GDP by 2050 from quantum and heterogeneous computing technologies and their broader economic impact as a key long-term objective. New quantum software is expected to help address challenges across a wide range of industrial sectors.

"Russia is emphasizing openness in the field of quantum technologies, particularly across BRICS and the Eurasian Economic Union. Our future contribution to advancing quantum knowledge will be the creation of large quantum alliances. By combining our capabilities, we can build not just a complete, but the world's strongest ecosystem for applying quantum technologies," Rosatom CEO Alexey Likhachev said.

To achieve these goals, the draft strategy calls for the creation of an advanced-adoption zone for quantum technologies across friendly countries, built around Russian expertise and technological capabilities.
