Russia Prepares to Build a Sovereign Artificial Intelligence
Officials say the country now has the technology, infrastructure, and expertise to create a homegrown AI system rooted in Russian culture and values.

Russia has announced readiness to develop its own sovereign artificial intelligence platform. The system, expected to roll out in the near future, will be designed around domestic cultural traditions and national priorities.
Cybersecurity expert Alexander Dvoryansky told National News Service that from a digital transformation standpoint, the country is fully prepared for the step. The term “sovereign,” he emphasized, does not imply censorship but rather reflects the unique goals and requirements that Russia will set for its AI. The core principles of the neural network will be tailored specifically to the nation’s needs.
The initiative has received high-level backing. Roman Karmanov, CEO of the Presidential Fund for Cultural Initiatives, previously stressed that developing a national AI system is critical for strengthening technological sovereignty.
Experts also note that the move will create demand for new professional training and specialized education, opening opportunities for Russia’s IT sector and academic system.
