Russia Weighs “Clean Coal” to Power Data Centers

President Vladimir Putin has tasked the government with designing a new energy model for the country’s expanding digital infrastructure

Russia is exploring the use of modern clean-coal generation to power data centers, according to a directive issued by President Vladimir Putin. The plan envisions building energy-intensive digital facilities directly in coal-mining regions, allowing the country to tap into local energy resources more efficiently.

Putin said the initiative should focus on local power generation for the digital economy: “We should direct local generation facilities toward supplying the digital economy — data centers in particular. These facilities can use so-called ‘stranded’ resources, which are expensive to transport but efficient to use directly at the site of extraction.”

The proposal combines two strategic goals: powering AI and data storage infrastructure with locally sourced energy while reducing transportation and fuel costs. Coal-fired plants would be located near mining sites and equipped with cleaner technologies to minimize emissions.

Regional Development Meets Digital Growth

The approach offers a dual benefit. It could stimulate economic growth in coal-mining regions by creating high-tech jobs, while also ensuring reliable power for the country’s expanding digital ecosystem.

Putin noted that global data center energy use is now comparable to that of heavy industry, underscoring the urgency of finding sustainable, scalable power solutions. Russia’s proposed model — pairing regional energy potential with next-generation “clean coal” technologies — could become a blueprint for balancing industrial and digital development in energy-rich areas.
