Russia Opens Cosmonaut Applications via Gosuslugi

Russians can now apply to join the cosmonaut corps through the Gosuslugi (Public Services portal), marking a new phase in the digitization of government processes and offering a model other high-tech sectors may follow.

On April 12, 2026, Roscosmos launched electronic applications on Gosuslugi for an open selection into the cosmonaut corps. Candidates can apply through June 30, 2026. The state corporation links the rollout directly to simpler document submission and a broader push to digitize the sector. In practice, this is both a targeted staffing move and a broader shift, for the first time, access to one of the most selective and high-tech professions is routed through a mass digital channel.

This move shows how even agency processes and complex technical workflows are moving onto platform-based public services. It also reflects the maturity of Russia’s digital stack, including e-document management, HR platforms, digital candidate funnels and integration between agency systems and Gosuslugi. The World Bank has ranked Russia among the leaders in government technology digitization. Not every applicant will pass the rigorous selection, but the path into the profession becomes clearer and more attainable. Digital intake also speeds up processing and expands the candidate pool.

Science and Defense Follow Space Sector

This approach to talent acquisition could become an exportable model. Digital applications, initial screening, routing through multi-stage selection and integration between user portals and agency systems can extend beyond space into aviation, nuclear energy, defense, healthcare, research centers, universities and large state corporations.

Within Russia, the case can serve as a template for digitizing other complex selection processes, especially those involving long chains of documents, medical exams, agency checks and in-person stages. Most likely, Gosuslugi or related platforms will evolve into a full recruitment track for such sectors. That would cover the entire journey, from submitting applications and uploading documents to tracking status, receiving notifications, scheduling tests and storing results digitally.

Gosuslugi Expands Complex Service Offerings

The current campaign builds on an established practice of open cosmonaut selection. In July 2023, Roscosmos announced its fourth such intake, and in May 2024 it selected four candidates who began a two-year general space training program. In February 2026, before the Gosuslugi service went live, Roscosmos announced a fifth intake.

Meanwhile, Russia has accelerated the rollout of digital public services and so-called “life situations.” According to Mintsifry (Ministry of Digital Development), 36 new integrated service packages were added to Gosuslugi in 2025, bringing the total close to 70. Large government HR platforms are also scaling. FGis EISUKS (Unified Information System for Civil Service HR) is positioned as one of the country’s largest personnel platforms, with hundreds of thousands of civil service records already digitized and HR processes handled end-to-end online.

Digital Government Extends to Career Pathways

This signals that digital government is moving into strategic talent selection. Electronic cosmonaut recruitment is likely only the first step. The process may expand further, with more detailed candidate profiles and real-time updates on application status and screening results.

At the same time, Gosuslugi is evolving from a service for routine administrative tasks into a unified interface for accessing government-backed career and professional tracks.
