Russian Scientists Create the Country’s First Digital Twin of Its Entire Population

Researchers at Samara University named after Korolev, together with specialists from the company Samis, have developed the first nationwide digital twin of Russia’s population. The system integrates massive datasets about residents of cities, towns, and rural settlements, using advanced neural network algorithms for analysis and forecasting.

The platform is built on the technological foundation of an earlier system known as “Robot-Cartographer” and already covers all 85 regions of the country.

AI Maps Every Household in Russia in Unprecedented Detail

The digital twin collects data from official sources and government databases. Neural networks process this information with exceptional granularity—not just at the regional or district level but down to each individual building. This sets it apart from existing models that rely on averaged statistics. The system can generate precise forecasts of local development, simulate changes in economics, demographics, or infrastructure, and predict how those shifts will affect life in specific neighborhoods, blocks, or entire cities.

Creating a digital twin of the population is primarily aimed at improving strategic planning. Government agencies will gain a powerful analytical tool to accurately assess the potential consequences of policy decisions before implementation.
