Russian Telecom Software Developer VAS Experts Enters South African Market

The company will market its products through a local integration partner.

Russian IT solutions are in demand beyond the domestic market, prompting local companies to expand into new international markets. Countries across the Global South are among the most promising destinations, as many seek to reduce their dependence on major Western technology providers.

A Market With Strong Growth Potential

Telecom software developer VAS Experts has announced plans to bring its solutions to South Africa. The company intends to work with both mobile network operators and fixed-line telecom providers. Its local partner will be Willcom, an integrator specializing in optical and Ethernet networks that will handle product distribution and provide technical support in the country.

VAS Experts identifies South Africa as one of the continent’s most promising markets. Network traffic is growing rapidly: Vodacom alone recorded nearly 40% year-over-year growth in data traffic in the second quarter of 2026. More than 80% of subscribers use prepaid plans, while operators across the region widely offer application-specific bundles and zero-rated access to messaging apps and social networks. In this environment, operators need tools that can monitor data flows in real time and identify which applications are consuming network capacity. Russia-developed deep packet inspection (DPI) systems are designed to address these needs.

Applying Proven Models and Adapting to New Conditions

VAS Experts sees similarities between the two countries’ markets, allowing for differences in their stage of development. “South Africa’s fixed-line market in many ways resembles the Russian market when VAS Experts started operating in 2013: dozens of independent providers, intense competition for subscribers and limited equipment budgets. Back then, software solutions helped regional operators compete with larger players and grow without overspending on hardware. We are now bringing that experience to Africa,” said Artem Tereshchenko, executive director of VAS Experts.

South Africa is also experiencing what is often called an optical fiber boom. The number of fiber-to-the-home (FTTH) connections has surpassed 3 million. Infrastructure operators such as Vumatel and Openserve are building the networks, while dozens of independent providers sell services to subscribers. The mobile market, meanwhile, is seeing rapid growth in the number of mobile virtual network operators (MVNOs).

Under these conditions, optimizing the network core quickly becomes particularly important. Russian vendors are ready to offer the required solutions. Combining DPI, broadband remote access server (BRAS) and carrier-grade network address translation (CG-NAT) functions on standard x86 architecture allows local operators to manage traffic and tariffs flexibly without the capital expense of purchasing costly proprietary equipment. Having an integration partner on the ground also means customers can receive ongoing technical support at every stage of deployment.

Expanding International Reach

VAS Experts’ entry into South Africa is significant for Russia’s telecom industry. The company aims to offer more than standalone tools or applications: its software is designed to help optimize communications infrastructure at a national scale.

This is not VAS Experts’ first technology export initiative. In September 2025, the company announced a partnership with India’s XELE Labs LLP to supply advanced solutions to mobile and fixed-line operators. VAS Experts offered tools for maintaining stable connectivity, managing traffic and billing, and addressing other operational needs.

In November 2025, VAS Experts signed a partnership agreement with Vietnamese systems integrator ANSV, enabling it to offer its products to local telecom operators and provide support in the country.

By entering South Africa, in essence VAS Experts is applying a business model it has already tested in several countries, which could improve its prospects for establishing a foothold in the new market. Its services may also attract interest from other African countries over time. Much will depend on how quickly the company can secure agreements with customers for the first live deployments of its Russian-developed solutions.

Our goal in the region is to give local operators the tools they need to manage network traffic, optimize capital spending and monetize their networks in line with current global standards
