Rostelecom Launches Turbo Cloud, a New Cloud Provider for Business

Rostelecom has launched a new technology brand, Turbo Cloud, targeting corporate clients across Russia with a strong regional presence and investments of about 40 billion rubles over the next few years.

A Broad Range of Cloud Services

Russia’s cloud computing market is growing rapidly, driven by corporate demand. Responding to this trend, Rostelecom announced the creation of Turbo Cloud, a new provider spun off from RTK-Data Center (RTK-DC). The company builds on its parent’s experience in data center operations, cloud infrastructure, traffic exchange, integration projects, and software development.

Turbo Cloud will offer virtual infrastructure, managed databases, and specialized solutions for critical infrastructure clients.

The provider’s infrastructure spans more than 20 sites across five federal districts, delivering Tier III reliability. It offers access to over 500,000 virtual CPUs, including the latest-generation processors. The company also provides more than 50 proprietary solutions and 65 partner services.

Unified standards and consistent technology across customer IT systems simplify hybrid cloud integration and reduce operational costs. A centralized resource monitoring platform enables efficient budget planning and management across multiple providers.

A Strong Technology Foundation

Turbo Cloud’s key differentiator is its federal reach and capacity for large-scale enterprise solutions. The company’s infrastructure is fully operational in five Russian federal districts, offering enterprise-grade cloud services to thousands of businesses.

The foundation for Turbo Cloud’s development is solid: investments totaling about 40 billion rubles are planned through 2030. These funds will go toward expanding infrastructure, developing new products, and strengthening service reliability.

According to Apple Hills Digital, demand for cloud services in Russia reached 392 billion rubles ($4.3 billion) in 2024, with annual growth of 26%. Analysts at IDC forecast an average annual growth rate of around 30% over the coming years — roughly 1.5 times faster than the global market.

Turbo Cloud is designed to support complex IT projects of any scale, from private and hybrid cloud implementations to data backup, recovery, and import substitution initiatives.

Corporate Focus and Market Strategy

The new company’s strategy centers on high performance, flexibility, and close collaboration with enterprise clients. “This is not just a rebranding effort but a complete transformation of how we deliver cloud services,” said Alexander Obukhov, CEO of Turbo Cloud. “We’re focused on speed, flexibility, and deep business partnerships in an era of import substitution. Turbo Cloud combines the reliability of a major player with the agility of a startup — helping our clients not just follow trends but set them.”

Rostelecom is not alone in strengthening its B2B cloud portfolio. In June 2025, Beeline and corporate software developer VK Tech announced a partnership, giving enterprise customers unified access to both companies’ platforms. Beeline’s next-generation cloud, Beeline Cloud 2.0, integrates OpenStack, VMware, and other virtualization environments through its AI-driven VEGA orchestrator.

The push for domestic cloud development has become more urgent as Russia plans to restrict large companies from using foreign cloud services by 2027. The goal is to safeguard national data and enhance digital self-sufficiency.

Government policy now emphasizes domestic market growth and independence over exports. The emergence of new providers like Turbo Cloud fosters healthy competition in price, reliability, and innovation — strengthening Russia’s digital infrastructure ecosystem.
