Rostelecom Reports Results of Perm Region Digital Twin Rollout

Rostelecom experts have reported the results of the Tsifrovoy dvoynik regiona (Digital Twin of the Region) pilot project underway in the Perm region. The platform collects and combines data from a wide range of areas, helping authorities make better-informed management decisions.

The pilot has digitized nearly 800,000 assets across the Perm region, from residential buildings and roads to utility infrastructure. One of its main achievements is the ability to seamlessly integrate data across the region’s ministries and government agencies. The system is already helping with a range of practical tasks, including tracking major repairs to residential buildings, monitoring solid municipal waste accumulation sites and analyzing urban planning restrictions.

“In effect, we are gradually creating a digital passport for the entire Perm region. It is a living, continuously updated model of the territory. What matters most is not simply the volume of information but bringing it together in a single system. This helps government bodies work together more effectively when making decisions,” said Ilya Golovnin, Rostelecom’s director for digital regions in the Urals.
