Three Seconds to Verify: Accessing a Digital Financial Asset Platform Through Gosuslugi
The digital financial asset (DFA) platform Tokeon has been connected to the Unified System of Identification and Authentication (ESIA). User registration and verification now take just a few seconds, whereas previously checking the submitted information could take an entire day.

The project was implemented by RTK-TsOD and Infoteks Internet Trust. The infrastructure was deployed in data centers and cloud facilities. To connect to ESIA, the teams used a secure environment built around the Trust Gate software gateway, which authenticates individual users through the Gosuslugi portal (Public Services).
No More Manual Checks
Tokeon no longer needs to spend staff time verifying the accuracy of new users’ information or divert resources to maintaining the new infrastructure, which took two months to deploy. The setup also meets the data-protection requirements for working with government information systems and supports anti-money laundering (AML) compliance. For users, the change makes registration easier and, in turn, helps them access digital financial assets more quickly.
“We provided Tokeon with more than just computing capacity. We built a comprehensive, fault-tolerant infrastructure that spans two data centers and two cloud facilities, with server and networking equipment, as well as all the certified information-security tools required,” said Alexey Shuvalov, director of the customer center at RTK-TsOD.
The DFA market now has another successful example of a commercial service integrating seamlessly with government systems. This creates a foundation for broader adoption of similar solutions, advancing digitalization and strengthening Russia’s technological sovereignty.

A Unified Security Standard
Fast, legally valid user identification through government systems is in demand well beyond digital-asset issuers. Technologies such as Trust Gate could become a standard in insurance, e-commerce, and car sharing. Any business that needs to verify a user’s identity while providing fast access to services is likely to integrate with ESIA and the Interagency Electronic Interaction System (SMEV).
This is helping create a dedicated market for business-to-business (B2B) solutions, with integrators building IT infrastructure that connects commercial APIs to government information systems with their strict security standards. Companies are increasingly likely to move away from building their own verification systems from scratch, opting instead to connect to national infrastructure through certified gateways. This approach not only reduces operating costs but also guarantees a consistent level of protection for Russians’ personal data across all digital platforms connected to ESIA.

Secure Environments, Speed, and Quality
Banks were the first to adopt integration tools for remote identification through ESIA and the Unified Biometric System (EBS), continuing their longstanding role at the forefront of digitalization in Russia. The COVID-19 pandemic created demand for remote services, and businesses began making active use of government infrastructure to verify customers between 2021 and 2023.
In 2024, the Interagency Electronic Interaction System was upgraded. Instead of exchanging messages, government agencies began working with data services that provide real-time access to information, improving the speed and quality of data exchange within secure environments. Businesses quickly adopted the technology, too. Russia rapidly developed a distinct market for specialized integration platforms that offer banks ready-made tools for working with ESIA. Now those platforms are expanding into the DFA market.

From Isolated Development to Integration
Tokeon’s connection to ESIA is not the first such integration in Russia’s digital financial asset market. The Atomize and Lighthouse platforms had previously established connections to the Gosuslugi portal. These examples show how Russia’s digital economy is moving away from a model in which commercial and government services develop in isolation. Instead, they are increasingly converging and connecting. The next stage could bring smart gateways that use artificial intelligence to route requests and provide predictive security. The technological foundation for digital identity verification is already in place, and it is now becoming a growth driver for new financial markets.
