Digital services are helping Russians pay housing and utility bills on time, according to a study by Doma.ai. In 2025, 37% of property management companies that use online tools reported that most residents paid their utility bills on time. That figure is up 12 percentage points from a year earlier.
Payment Behavior Depends on How Residents Are Notified
The analysis covered data from 800 property management companies across different regions of Russia. Digitally focused operators are actively rolling out online user accounts, mobile apps, chatbots, and reminders via messaging platforms.
The study also found that payment collection efficiency directly depends on how residents are notified. To remind people about payment deadlines and schedule changes, management companies rely on building chat groups in messaging apps and push notifications in mobile applications. The use of chatbots increased over the year, while paper notices became less common.
