Digital Platform Consolidates Urban Development Data in Surgut

Surgut’s Department of Information Technology and Communications has launched the BARS.Web-Svody platform, enabling the collection, verification and analysis of socio-economic development data in a single system.

Previously, specialists worked with separate Excel spreadsheets, templates and emails, without a unified registry of indicators. Each request for statistics required manually locating the latest data and verifying the reporting period.

The new platform introduces centralized directories of organizations and responsible officials, along with standardized data collection forms and approval workflows. The system is built around individual indicators, with reporting forms generated based on them. Instead of storing isolated spreadsheet cells, it creates a structured model that includes each indicator, its value, time period, responsible parties, comments and data sources.

Nail Arslanov, head of document management systems at Surgut’s IT department, said the transition to a centralized system improves transparency and comparability of data. Built-in validation and approval mechanisms automatically ensure consistency and eliminate reporting discrepancies. Alexandra Lebedeva, deputy production director at BARS Group’s Svody business center, added that the platform integrates all stages of an indicator’s lifecycle. The city administration can independently manage indicator sets and reporting processes.
