Digital Assistants Are Getting Smarter Across Russia—Meet Max, the Civil Service Bot

Across Russia’s regions, digital governance is scaling fast, and now virtual assistants are getting a serious upgrade

In Tula Oblast, one such AI-powered helper—a chatbot named Max—is learning 28 new skills to better handle citizen requests, from navigating e-government portals to ordering official documents and beyond.

Max isn’t alone. Regional governments across the country are expanding the capabilities of AI-driven civil service tools, as part of a nationwide push to modernize public administration through homegrown tech.

Tula’s local government says that by the end of the year, it will launch seven new digital solutions across key social and economic sectors—including education, agriculture, and energy. Already, the region has deployed 56 digital tools that are actively improving workflows and enhancing public services for residents.

The ultimate goal? A 100% switch to Russian-made software in all government systems. It’s a mission being echoed in regions nationwide, backed by the country’s newest national initiative: “Data Economy and State Digital Transformation.”

In Russia’s digital future, civil service comes with a chatbot—and the bot is learning fast.
