Russia Establishes Regional AI Councils to Accelerate Digital Transformation

New local councils aim to integrate artificial intelligence into regional economies, signaling a broader push for technological sovereignty.

Russia is rolling out regional councils dedicated to the development of artificial intelligence, a strategic move designed to fast-track the digital transformation of local economies and public services. One of the first examples is in the Chelyabinsk region, where a newly established council brings together local authorities, major universities, IT firms, and financial institutions.

The mission of these councils is clear: coordinate the implementation of AI technologies across industries and social sectors. According to experts cited by the state-run RIA Novosti:

Chelyabinsk is already considered one of the most digitally advanced regions in the country. It boasts over 1,000 IT companies, robust ICT infrastructure, and a well-established talent pipeline with nine universities and 24 colleges offering specialized training. Additional regional incentives, such as subsidized mortgages for IT professionals, aim to attract and retain talent.

Moscow has made AI and modern technologies a national development priority. Federal ministries are actively supporting sectors like agriculture – where drones and robotics are becoming standard tools — and manufacturing, where digital systems are increasingly integrated into production lines.

The creation of regional AI councils is seen as a key step toward Russia’s goal of technological self-reliance. By strengthening collaboration between business, science, and government, the country hopes to tailor digital solutions to the specific needs of each territory.
