Russia Moves to Integrate AI Into Civil Service

Russia’s Rostov region has signed a partnership with Sberbank to expand the use of artificial intelligence and digital tools across government agencies.

Rostov region has expanded its pool of strategic partners in information technology and artificial intelligence. The regional Ministry of Digital Development signed a comprehensive cooperation agreement with Sberbank.

The agreement outlines joint efforts to deploy domestically developed AI products, strengthen cybersecurity, and improve the efficiency of public administration. A 2026 roadmap for training civil servants in modern technologies has also been approved.

Regional Digital Development Minister Alexey Kopytov said: “Digital transformation of state and municipal governance, as well as the economy and social sector in the Rostov region, holds a central place in the region’s socio-economic development strategy through 2030. We are already living in a new reality where artificial intelligence augments human capabilities and significantly increases productivity.”

Civil Servants to Train With AI

Beginning in March, a training program will launch for more than 200 employees of executive authorities and municipal institutions. Participants will learn to use core artificial intelligence tools to address routine tasks.

The program includes in-person training sessions and webinars delivered through the SberUniversity platform. Civil servants will study big data analytics, apply generative models, and develop individual projects under the guidance of bank experts.

The agreement formalizes the region’s shift toward a systemic digital governance model.
