Russia Plans to Expand Remote Patient Health Monitoring by 2030
The government wants to scale up the use of smart medical devices and bring them under public insurance, making continuous health monitoring a standard part of care.
Russia plans to significantly expand remote health monitoring for patients by 2030, according to a government resolution cited by TASS. The initiative focuses on so-called personal medical assistants—smart devices designed to track health indicators remotely.
Personal medical assistants are specialized devices paired with digital services that enable continuous monitoring of key health metrics, including blood glucose levels, blood pressure, electrocardiograms, and other vital signs. The collected data is automatically transmitted to a physician or uploaded to medical information systems for further analysis.
From Pilot Program to Public Coverage
A pilot project for remote monitoring of patients with diabetes and hypertension was launched in 2022. Following its initial results, authorities decided to scale the program nationwide. As part of this expansion, personal medical assistants are expected to be included in Russia’s compulsory health insurance system, known as OMS.
Officials say this step would allow the technology to reach a much larger number of patients, making healthcare both more accessible and more efficient by shifting routine monitoring away from clinics while maintaining physician oversight.
Earlier reports also noted that Moscow has introduced a new digital service that allows residents to submit health indicators directly into their electronic medical records using an AI assistant called Alice. The service simplifies daily tracking of blood pressure, pulse, blood sugar, and blood oxygen levels.
Taken together, these efforts suggest that remote monitoring in Russia is moving beyond pilot programs and toward becoming an integrated part of the public healthcare system.
