Russia to Label International Calls to Combat Fraud

New legislation will require telecom operators to flag all incoming international calls, while citizens gain tools to manage personal data via the Gosuslugi portal.

Russia is preparing a second package of laws aimed at strengthening the fight against phone fraud. The centerpiece measure is mandatory labeling of all international incoming calls by telecom operators. This will allow citizens to immediately identify potentially dangerous calls from abroad and choose not to answer. Russians will also have the option to block such calls entirely if they wish.

The initiative is expected to make life significantly harder for criminals.

Another important innovation will focus on protecting personal data. Consent management will be handled directly through the Gosuslugi state portal, where citizens will be able to grant or withdraw permission and track the full history of access to their information. This will reduce data leaks and limit opportunities for fraudsters to obtain personal details through deception.

Anton Gorelkin, first deputy chairman of the State Duma Committee on Information Policy, noted that while it is difficult to completely eliminate fraud in the digital age, it is possible to create insurmountable barriers. These measures are backed by the entire telecom industry and represent advanced practice in national cybersecurity.

In parallel, during the autumn session, parliament will review a draft law on video games aimed at protecting gamers’ rights and promoting the export of Russian gaming content to key international markets.
