Russia Taps Neural Networks to Help Draft Master Plans
Artificial intelligence is now being used not only to process texts, but also to visualize data for proposed changes to urban master plans.
In Russia’s Moscow region, the development and revision of urban master plans is now being carried out with the help of artificial intelligence. The innovative project was outlined by Natalya Shuvalova, Moscow Region Minister for Architecture and Urban Planning.
Large language models are used to analyze and structure large volumes of text, while specialized AI-based modules handle data visualization. According to officials, this approach saves staff more than 3,500 working hours per year.
From Days of Work to a Single Click
The automation became possible after AI tools were integrated into the QGIS geographic information system and the analytical platform of the Moscow Region’s Urban Planning Research Institute, which operates under the regional architecture authority.
Similar AI solutions are also being used to prepare documents for Russia’s unified territorial planning data bank. The system is designed to coordinate draft master plans with federal authorities and the Ministry of Economic Development. As a result, the time needed to prepare the required documentation package has been cut from five working days to just one minute.
Earlier, the regional architecture authority also introduced AI into the process of assigning addresses. In that workflow, a neural network checks uploaded documents, flags errors, analyzes nearby addresses, and suggests solutions.
