Russia to Launch Unified Service for Replacing Multiple Documents

Users of the government services portal will soon be able to update passports, driver’s licenses, and other IDs in one application

Russia’s Gosuslugi portal is preparing to launch a new comprehensive document replacement service that will allow citizens to update several key documents — such as driver’s licenses, international passports, and vehicle registration papers — in a single application. The initiative was outlined in a response by Sergey Tsvetkov, Deputy Head of the Ministry of Digital Development, to a request from members of the State Duma.

The letter explains that Gosuslugi already offers a “Document Replacement” feature, which unites a range of services and certificates under one section. The new functionality will expand this system, enabling users to submit one combined application for replacing a national driver’s license, vehicle registration documents, international passport, and extracts from the Unified State Register of Real Estate (EGRN) — particularly in cases involving changes in personal or family circumstances.

Services and Security in One Platform

Officials note that Gosuslugi is also evolving into a broader digital safety ecosystem. The platform plans to introduce notifications about data leaks and a “safety button” — a 24/7 free feature that will instantly alert emergency services about critical situations. The new function will be integrated with Russia’s unified emergency number 112, reinforcing the government’s focus on both convenience and user protection.
