In Russia Police to Accept Digital Drivers Licenses via MAX

The proposal would make it significantly easier for motorists to confirm their right to drive by presenting documents digitally during roadside checks.

Russia’s Ministry of Internal Affairs is proposing to legalize the presentation of driver’s licenses and vehicle documents through the MAX messenger. The initiative was reported by TASS, citing a draft government resolution.

Under the proposal, motorists would provide their details using a two-dimensional barcode, with verification carried out via the national Gosuslugi government services portal. The measures are intended to simplify the procedure for confirming a driver’s legal right to operate a vehicle.

Equal Status for Digital and Paper Documents

Currently, drivers in Russia can show digital copies of their driver’s license and vehicle registration certificate from the Gosuslugi Auto mobile app during inspections. However, they are still required to carry paper versions of these documents. Authorities have previously reported that a draft regulation is being developed to place digital and paper driver documents on equal legal footing.

Users of the MAX app already have fast access to documents stored on the Gosuslugi portal. For now, the list includes electronic versions of a passport and driver’s license, as well as SNILS, the mandatory health insurance policy, and the taxpayer identification number.
