Russia Establishes National Registry for Secure Software and Developers

A new law aims to strengthen the position of domestic IT companies by identifying trusted software products and key developers.

Russia has signed a new law designed to support its domestic tech industry and improve public access to information about safe, locally developed software. The legislation mandates the creation of registries for both secure software products and significant Russian developers.

Under the new guidelines, only companies registered in Russia and engaged in the development of critically important software solutions will be eligible for inclusion as significant developers. To qualify, these companies must also sign an agreement with the Russian government.

The Ministry of Digital Development will oversee both the developer list and the trusted software registry, ensuring compliance with national cybersecurity standards. Special attention will be paid to software developed by legal entities for internal use—these products will also be accounted for by the ministry.

Experts say the law will help advance the country's technological sovereignty and provide new incentives for the growth of Russia's IT sector. The legislation will take effect once it is officially published.
