Russia Rolls Out Digital “Housing Standard” System

New domestic software automates housing management and utilities across dozens of regions.

Russia has launched and is actively implementing an automated platform called “Housing Standard,” developed by the Center for Intelligent Initiatives, a resident of the Sirius Innovation and Technology Center. The system is designed to automate the operations of housing management organizations, homeowners’ associations, and utility providers, integrating all key processes—from service requests to financial management and documentation—into a single digital environment.

Nationwide Adoption

The Housing Standard system is already in use across 139 cities in 64 regions of Russia. It records residents’ service requests, assigns them to responsible contractors, and tracks both deadlines and quality of work. The software also supports inspection scheduling, maintenance planning, and online reporting for housing authorities.

For residents, a mobile app allows them to submit meter readings, pay utility bills, and monitor request progress in real time—making communication between citizens and service providers faster and more transparent.

The project has received the “Made in Russia” quality mark, confirming compliance with international standards, and holds a Eurasian patent covering eight countries. This recognition opens the door to export and international cooperation, extending the reach of Russia’s housing digitalization model.

By bringing together automation, accountability, and user-friendly design, Housing Standard demonstrates how domestic IT innovation can make urban management more transparent and efficient—improving daily life for millions of residents.
