Russia Completes Its First Utility Digital Rights Redemption With Physical Precious Metal

Eurofinance Mosnarbank has completed the first redemption of a utility digital right (UDR) in Russia by delivering a physical investment asset – a Saint George the Victorious silver coin – to an investor.

The transaction marks the completion of a full utility digital right lifecycle, from issuance through redemption. More importantly, it demonstrates that a digital right can be exchanged for a specific physical asset within Russia's regulated legal framework, validating both the technical and organizational model behind the instrument.

Digitizing a Commodity Asset

Eurofinance Mosnarbank issued utility digital rights backed by investment-grade silver coins seven and a half months earlier, in December 2025. The offering totaled RUB 500 million (approximately $6.4 million). The structure proved attractive to investors because purchasing a UDR tied to a silver coin eliminated the need to store the physical asset themselves. The bank assumed custody responsibilities and guaranteed delivery of a Saint George the Victorious coin during redemption windows scheduled through 2029.

The bank went beyond issuing utility digital rights by converting them into digital certificates that were subsequently listed and made available for exchange trading. That approach significantly improved investor access to the asset while increasing its liquidity.

"The project combines the strongest features of several asset classes: the liquidity of an exchange-traded instrument, a low investment threshold, zero physical storage costs, and the ability to convert the digital right into a tangible asset at any time," said Gennady Mayatsky, Senior Vice President and Deputy Chairman of the Management Board at Eurofinance Mosnarbank.

For businesses, utility digital rights provide an alternative way to raise capital without relying on traditional bank loans to finance projects. This transaction also demonstrates that Russia is building the infrastructure needed to digitize trading in commodities, precious metals, and industrial products.

Scaling the Model

The framework can potentially be extended to other categories of physical assets, including investment coins and bullion, commodity shipments, agricultural products, industrial equipment, and even software usage rights. Scaling the model will require standardized auditing and, in some cases, custodians willing to provide secure storage for the underlying assets. That said, such storage is not always necessary for companies in the real economy. A notable example is MELKOM Group, which raised financing in August 2025 by issuing utility digital rights backed by deliveries of food-grade wheat.

The real-asset securitization model developed by Eurofinance Mosnarbank together with the St. Petersburg Currency Exchange and a settlement and depository center could become a blueprint for developing a secondary market for utility digital rights.

Utility Digital Rights and Digital Financial Assets

Utility digital rights are still a relatively new instrument in Russia. Their issuance and circulation became possible after the adoption of the 2019 federal law governing fundraising through investment platforms. Even so, UDRs remain uncommon compared with digital financial assets (DFAs), whose issuance exceeded RUB 1.6 trillion (approximately $20.5 billion) in 2025, according to the Bank of Russia.

Eurofinance Mosnarbank, which is listed in the register of information system operators, completed its first DFA issuance in 2023 for the Ural Optical and Mechanical Plant. In December 2025, the bank also became an issuer itself, placing utility digital rights backed by silver coins on an investment platform. One of those digital rights was redeemed in July 2026.

Conditions for Development

Russia's fintech sector has now demonstrated that it can support not only the issuance and trading of digital rights but also their final redemption through the delivery of a physical asset. Similar offerings linked to precious metals, commodities, and standardized industrial goods could emerge over the next two to three years. The development of a robust secondary market will remain essential, however, because investors may otherwise face difficulties exiting positions before maturity. Wider adoption could also be slowed by limited public understanding of how utility digital rights work. Eliminating those barriers is likely to stimulate demand not only for the asset class itself but also for platforms that manage collateralized assets, integrate with logistics systems, and support other digital infrastructure. Utility digital rights have the potential to become a practical financing instrument for the real economy.

Redeeming a utility digital right through the delivery of a physical coin marks the moment when the instrument proved its value not in presentations but in real-world use.
