Russia Launches Production of Smart Meters to Modernize Utility Sector

A new facility in southern Russia is manufacturing over 400 types of smart meters, paving the way for greater energy efficiency and data automation in housing and utilities.

A new production facility has opened in Russia’s Rostov region, marking a significant step in the country’s push to modernize its housing and utilities sector. The plant, operated by Turbulence-DON, specializes in smart meters—devices that measure gas and liquid consumption with high accuracy and real-time reporting.

Equipped with state-of-the-art assembly lines and testing units, the facility is capable of producing more than 400 different types of meters. The project aims to reduce energy losses, increase billing accuracy, and streamline resource monitoring.

The move is part of a national effort to develop high-tech manufacturing and implement digital solutions across Russia’s utilities. In addition to boosting performance in the public service sector, the smart meter initiative is expected to create new jobs in the region.

Turbulence-DON is already a recognized leader in Russia’s metrology industry. The new facility includes operations for PCB manufacturing, welding, painting, and stress testing to ensure performance under vibration and temperature shifts.

This expansion supports the country's national goals for digital transformation and energy efficiency in public infrastructure.
