Moscow to Launch Video Game and Animation Cluster

The Russian capital is betting on creative tech, building a hub where studios can design, animate, and push games to global markets.

Later this year, Moscow will open a dedicated cluster for video games and animation, Mayor Sergei Sobyanin announced on his Telegram channel.

The new hub is set to become a magnet for the industry, bringing together the entire production cycle—from training talent to launching products internationally. Its infrastructure will support the development of games and 3D animation of any complexity and will house studios, lecture halls, and exhibition spaces. A total of 33 video game and animation studios, selected through a competitive process, will become residents.

The initiative builds on last year’s accelerator for indie developers, “Game Factory,” launched by the Agency for Creative Industries. Participants of the program produced 80 pilot game prototypes.

Moscow already boasts more than 33,000 organizations working in IT and gaming—about a third of all creative industry firms in the city. In 2024, their combined revenue surpassed 3.9 trillion rubles (around $47 billion).
