Tatarstan Launches Virtual Civil Registry Assistant Named Gaila
Gaila, a virtual assistant created by the Civil Registry Office of the Cabinet of Ministers of Tatarstan, has gone live in the republic. Its name means “family” in Tatar, and the service is available 24/7.
The assistant helps users with the issues that most often bring people to civil registry offices, including registering a child’s birth, getting married, changing a surname, obtaining certificates and restoring lost documents. Couples planning to marry can learn how to submit an application, while new parents can get advice on registering a newborn directly from the maternity hospital.
In 2025, more than 623,000 people contacted civil registry offices in Tatarstan, representing almost one in six residents of the republic. In Kazan, the figure was one in three residents. Over the past three years, the share of online applications has increased by 11%.
The service’s interaction data will be analyzed anonymously to identify the procedures that are most difficult for people and simplify them. Gaila will be further improved based on user feedback. The assistant runs on the MAKS platform.
