Yandex Vector: How Algorithms Helped Save 17% of City Maintenance Budget

Russia’s Yandex has launched an AI-driven smart dispatching system that is transforming public service logistics while cutting costs and boosting efficiency across municipalities.

A Digital Dispatcher for Public Services

Digital technologies are playing an increasingly vital role in cleaning up Russian cities. Yandex has introduced 'Yandex Vector,' a service designed to automate and optimize municipal maintenance operations.

According to Yandex Go representatives, the system streamlines the routing of snowplows, street-washing vehicles, and garbage trucks, while tracking real-time task execution and minimizing idle mileage. In tests conducted in the Moscow region using 31 vehicles, the system’s Pilot algorithm delivered notable outcomes:

• 20% increase in operational efficiency through AI-powered route planning; • 17% reduction in fuel and maintenance expenses; • Full transparency for dispatchers via GPS/GLONASS sensors and telemetry data on location, speed, and fuel consumption.

Yandex Vector improves equipment utilization and cuts operational costs at both municipal and regional levels. Citizens will benefit directly: streets will be cleaned faster and more thoroughly, resulting in fewer complaints and a more pleasant urban environment. The technology competes with Trimble (USA) but is 30–40% more affordable, opening up strong export potential across the CIS, Eastern Europe, and Asia.

Beyond Street Cleaning: Scalable AI Logistics

The algorithms behind Yandex Vector are adaptable to road construction companies and broader logistics applications. Similar smart infrastructure systems, such as those in Dubai and Singapore, are used to manage autonomous bus fleets and monitor waste container fill levels.

Yandex aims to provide an integrated package that includes both software and IoT sensor integration, offering a plug-and-play digital solution for public and private operators alike.

Commercial companies can also apply the service to optimize deliveries. Yandex already has experience in this area: its Yandex Fleet taxi algorithms reduce mileage by up to 15%.

Yandex Vector is easy to deploy across Russia’s regions and can be customized for different types of utility vehicles.

Deploying this digital system is a practical step toward improving the efficiency of municipal services. Most importantly, the technology is scalable and can be rolled out across other regions

Telematics Evolution: Russia’s Smart Infrastructure Landscape

Russia is actively developing platforms to monitor and manage maintenance fleets. One such example is the SCAUT Platform, which uses GLONASS sensors to determine vehicle location, assess actual cleaning coverage, and prevent fuel theft.

The foundational technology of Yandex Vector stems from Yandex Fleet, the same platform that manages taxi fleets through Yandex.Taxi.

Other domestic solutions, such as Transport Monitoring, also offer GPS analytics, but have yet to scale nationwide. Yandex holds a competitive edge due to its robust infrastructure, cloud capabilities, and Big Data ecosystem. Internationally, one of the leading players is Trimble, a U.S.-based firm specializing in fleet management and telematics solutions.

A Game Changer for Public Infrastructure Economics

Yandex Vector doesn’t just automate street cleaning—it redefines the economics of municipal services. Future implementations could see the system used for predictive maintenance and integration with smart city governance platforms.

Experts predict that a significant portion of Russia’s municipal vehicle fleets will adopt AI-driven planning in the coming years. Yandex Vector is poised to become an integral part of the smart city ecosystem—from managing traffic lights to monitoring pipeline systems.

Proven economic performance makes Vector an attractive partner for regional governments and businesses. At the same time, Yandex will need to compete with local players that have already entered this niche.

Yandex has already implemented projects like Yandex Taxi across several CIS countries, suggesting that Vector may follow suit. Additionally, it has strong potential for expansion into Eastern European markets.
