AI Overseer in Moscow Region Spots Construction Violations With 95% Accuracy

An AI system called “Digital Foreman” is monitoring construction sites across Moscow Region, analyzing live video feeds, and flagging safety violations in less than a minute.

In Moscow Region, artificial intelligence has been deployed to track safety and compliance on construction sites, reaching 95 percent accuracy in spotting problems. The system, branded as “Digital Foreman,” scans video streams from 271 outdoor cameras and identifies 22 categories of violations — from ignored safety protocols and fire hazards to resource shortages and missed deadlines.

According to the regional Ministry of Public Administration, IT, and Communications, the AI flagged more than 1,800 violations in 2025 alone. Today, 60 percent of all construction sites in the region are under its control. Officials say the rollout helped more than 150 projects meet deadlines between 2024 and 2025.

Reaction time is fast: once the AI detects an issue, specialists receive an alert in just 60 seconds. The system continues to expand its reach and improve its models, with plans to cover even more sites in the coming years.

Russia is pushing the same technology into other industries. In some regions, AI-powered cameras check school cafeterias, recognizing 113 different dishes with 95 percent accuracy and notifying staff when problems arise. Elsewhere, the cameras track drivers who break traffic laws or residents illegally dumping garbage.

The result is a growing network of algorithmic overseers, each tuned to catch human mistakes — or misconduct — before they escalate.
