Chinese Cars in Russia Get Smarter with Beeline–China Telecom Partnership

Russia’s Beeline Business and China Telecom have signed a strategic cooperation agreement to develop advanced digital services for the Connected Car market, signaling a new phase in cross-border telecom collaboration

The modern automobile is no longer just a means of transportation—it’s a complex digital platform with internet connectivity, providing access to a vast range of services from entertainment to navigation. Chinese automakers, the largest foreign car suppliers to Russia, have been at the forefront of integrating these features.

Now, leading telecom players from China and Russia have entered a new stage of cooperation to make in-car digital services more accessible to drivers. Under the agreement, Beeline Business—the corporate division of VimpelCom—and China Telecom will jointly advance vehicle digitalization.

The partnership will cover major automakers including Changan, Avatr, and Xpeng, focusing on multimedia, telematics, and autonomous communications. The goal is clear: give drivers seamless access to all online services directly from the driver’s seat.

IoT’s Largest Market Segment

Industry analysts note that transportation is currently the largest segment of Russia’s corporate IoT market, spanning cargo monitoring, fleet management, X-sharing services, and connected cars.

The new Russian–Chinese initiative focuses on the latter. During assembly, each vehicle is fitted with an embedded SIM card. Once activated, it enables data exchange with various applications, transmits information such as tire pressure and cabin temperature, and allows remote software updates over the internet—eliminating the need for a service center visit.

Signing this agreement is an important first step in developing a new area of cooperation between China Telecom and Beeline. This collaboration will add new capabilities and strengthen our already mutually beneficial partnership

Owners will also be able to control certain functions via a mobile app, use online navigation, stream music, interact on social media, and even participate in gaming experiences.

“China Telecom places utmost importance on its customers, especially Chinese automakers expanding into new markets. That’s why our partnership with Beeline is so significant,” said Ma Guanyi, General Manager of China Telecom in Russia.

Building on Experience

Beeline has years of experience in the Connected Car segment, having begun installing SIM cards in vehicles as early as 2019. Renault was among its first partners, followed by Nissan, Infiniti, KAMAZ, and AvtoVAZ.

For its new Chinese partners, Beeline offers integration with internal IT systems, full compliance with Russian regulations, and the deployment of isolated networks. The collaboration model is notable—unlike Europe or the US, where Connected Car growth is strong, direct partnerships between automakers and telecom operators are rare.

Beyond Russia’s Borders

If the partnership succeeds, similar models could be introduced in CIS countries, where Chinese automakers are also expanding.

There’s no doubt the Beeline–China Telecom agreement is strategically important. It promises to elevate Russia’s Connected Car market to a new level, strengthening technological sovereignty while delivering enhanced services to consumers.
