In Moscow Region, AI Verifies Documents for Public Services

An artificial intelligence system in Russia’s Moscow Region is transforming how residents access public services by automatically verifying documents online. The technology speeds up processing, reduces errors, and lowers the burden on government staff.

Since June this year, the Moscow Region’s online public services portal has been using an AI system to automatically check attached documents. To date, the technology has processed more than 3 million files submitted as part of over 250,000 online applications.

The system accelerates and improves application checks. Valid and invalid submissions are identified automatically, with applicants immediately notified of errors and offered the chance to replace incorrect files.

The AI has expanded its capabilities: initially covering 70 services and recognizing 250 document types, it now supports 119 services and nearly 300 document categories.

For residents, the process of receiving public services has become much easier, with fewer rejections caused by mistakes. For government employees, the system lightens workloads and streamlines routine tasks.

Toward Federal Expansion

Although the project began as a regional initiative, officials are now considering scaling it to the federal level. Russia’s national public services portal is already planning to integrate AI verification technologies.

The scope of AI is also expected to grow. Today, the system supports popular citizen services such as benefits and subsidies, social mortgage programs, arbitration manager filings, and address-related services. In the future, it could handle complex legal or commercially significant forms, integrated directly into federal platforms.

If implemented nationwide, AI verification could make public service delivery more transparent, faster, and more user-friendly for all categories of applicants.

Priority Project

AI-driven automation in public services has been evolving gradually. Back in 2023, the system processed 3,000 applications for arbitration manager services as part of a pilot project.

By June 2025, the project was recognized as a priority initiative at the St. Petersburg International Economic Forum. At that time, the system handled around 250 document types. Within a month, it expanded to cover 73 services. By August, it accelerated address assignment services, and by September 2025, the AI had already checked over 3 million documents across 119 services.

Future Outlook: Biometrics and Unified Standards

The Moscow Region has made notable progress in digitalizing public services with AI. The system enhances service quality, increases speed, and improves citizen–government interaction.

In the near future, AI coverage will likely expand to other categories of services and may be replicated in regions across Russia, eventually becoming a nationwide standard for document verification. A unified AI protocol across all regional portals could set a benchmark for efficiency.

Further integration with biometric identification systems is also possible. Current biometric AI pilots have shown they can reduce registration times by 15–20 percent, suggesting even greater convenience for citizens in the future.
