Paul Lalovich: “Technology Is No Longer the Scarce Resource Today – Context, Trust and Effective Governance Mechanisms Are”

The event will bring together experts from different countries to discuss digital sovereignty and international cooperation in technology. Participants will be presented with specific technology solutions, meetings with IT companies will be arranged, and new partnership formats will be launched.

Ahead of the forum, Paul Lalovich, Ph.D., managing partner at Agile Dynamics, told the online publication IT Russia what his company expects from participating in the event, which biotechnology and artificial intelligence projects it plans to take to the international market, and why technological sovereignty and openness are not mutually exclusive.

– We are coming to Moscow with a simple expectation: to find partners for two initiatives that only work if they are multilateral.

Agile Dynamics is a global management consulting firm headquartered in Singapore, with offices in the UAE and the Americas. We architect what we call the AI-native enterprise: we turn strategy into organisations that can actually run it. Over the past year, that work has produced two projects we are now taking international, and the Global Digital Forum is where we intend to open both to new partners.

The first is AgileBio Tech. Biotech is capital-hungry, slow, and concentrated in a handful of financial centres. Cuba has one of the most productive biopharmaceutical sectors in the developing world and almost no access to international capital for it. AgileBio Tech Incubator Corp. is a tokenised incubator built to close that gap: a digital-asset treasury paired with a biotech portfolio, raised under regulated market rules, with the first proposed listing being Cuban biotech intellectual property; the listing jurisdiction is under review. Around it sits what we call FDI-as-a-Service — tokenised, sovereign-led foreign investment into regulated markets, so that a ministry, a fund or a research institute can invest in a specific portfolio of science with the transparency of a listed instrument.

The second is Sovereign Spanish AI. Frontier models speak Spanish fluently and still do not know which Spanish, whose procurement rules, or which archive to consult — and they run on infrastructure outside the jurisdiction. Our answer is the layer above the model: rights- cleared corpora, packaged workflows, a national evaluation benchmark, governance, and deployment inside the institution's own perimeter, including hospitals with intermittent connectivity. The base model stays replaceable. Healthcare is the anchor sector, Cuba is the anchor market, and the design is regional from the outset, in structured exchange with Spain's ALIA ecosystem and the Latin American open-model effort led by Chile's CENIA.

These two projects are the same argument in two domains. The scarce resource is not technology; it is context, trust and governance. In both, a sovereign core that cannot be outsourced is surrounded by a perimeter where capital, engineering and legitimacy are sourced from partners who each bring a defined contribution. That is why the Forum matters to us. It is one of the few places where a genuinely global conversation on digital technology happens outside the usual two or three capitals, and where engineering, infrastructure and multilingual-research capability from Eurasia can meet the needs of Latin America and the Gulf.

So, concretely, what do we expect? Three things. Conversations with ministries, national AI ce  ntres and research institutions that could join the coalition, each with a defined role. A frank hearing from technology journalists and bloggers, because we would rather be challenged by an informed audience than applauded by one that has not read our papers. And the launch of the Forum's international media partnership, which gives us the chance to explain, in public and in plain language, why sovereignty and openness are not opposites.

We are not coming to Moscow to announce. We are coming to invite.
