AI and ‘Gennady the Robot’ Streamline Hiring for St. Petersburg Government

St. Petersburg is using artificial intelligence and automation to screen job applicants for municipal roles, speeding up the process and reducing human error.

City officials in St. Petersburg have introduced advanced digital tools to streamline the hiring process for municipal administration positions. According to the city government’s website, an AI system now analyzes candidate applications using seven key parameters, verifying the accuracy of the data and cross-checking biographical information.

A robot assistant named Gennady plays a central role in the system. It collects applications, sends them to the neural network for analysis, records feedback, and updates the database with relevant notes. This has significantly accelerated the initial screening phase, saving time for HR staff.

Despite the automation, final hiring decisions are still made by humans. City administrators emphasize that AI and robotic systems are tools for optimization — they help eliminate technical errors and reduce processing times, but do not replace human oversight.

This initiative is part of St. Petersburg’s broader digital transformation of public administration. The city is increasingly turning to modern technologies to improve the efficiency of government operations.
