Government Agencies in Yugra Are to Switch to Yandex Services

Yugra is becoming one of Russia's leading digital regions. It is becoming a venue where advanced Russian IT solutions are introduced and tested.

The government of the Khanty-Mansi Autonomous Okrug – Yugra is to sign a cooperation agreement with Yandex during the 17th International IT Forum with the Participation of the BRICS and SCO Countries, taking place in Khanty-Mansiysk on June 17 – 19, 2026. The agreement calls for joint projects to advance the region's technology landscape, expand digital communication services, integrate Yandex services into government infrastructure, and support national languages through Yandeks Perevodchik (Yandex Translator). The initiative marks another step in Yugra's transition to Russian-developed office productivity and communication platforms.

Residents are expected to experience the benefits directly. Digital public services should become more convenient, while communication with government agencies will become easier. Indigenous peoples of the North will be able to use a translator that supports their native languages, and Yugra is set to reinforce its position as both a digital region and a testing ground for Russian IT solutions. In practice, its experience in digitizing remote territories and supporting minority languages through digital tools could also prove valuable for other countries.

International Showcase for IT Solutions

Earlier reports said that, under an agreement with Russia's Ministry of Digital Development, 946 organizations across Yugra are expected to migrate to Yandex services. They include regional government agencies, municipal authorities, and subordinate public institutions. The service portfolio includes email, calendars, video conferencing, cloud storage, a messenger, and other digital workplace tools. That rollout could provide a solid foundation for expanding regional digital services. Over time, the same model could also be adopted in other regions with remote communities and multilingual populations.

The forthcoming agreement is expected to serve as an international showcase for Russian digital solutions at the BRICS and SCO IT Forum.

Yugra Continues Its Digital Transformation

Yugra has been modernizing its public administration through a phased but rapid digital transformation. At the end of 2025, the Mansi language was added to Yandeks Perevodchik. Yandex said new languages are being introduced in cooperation with the House of the Peoples of Russia and with support from the Federal Agency for Ethnic Affairs. Then, in March 2026, regional authorities announced that government institutions would migrate to Yandex services as part of Russia's broader digital import substitution strategy. Around the same time, Yugra ranked among Russia's leading regions for digital transformation. At the beginning of the summer, during the St. Petersburg International Economic Forum 2026, Yugra and Sberbank also agreed to cooperate on the digital transformation of the regional economy and social sector.

Yugra's annual IT Forum has established itself as a respected international venue bringing together participants from BRICS and SCO countries. In 2025, it attracted more than 5,000 participants from 47 countries and 53 Russian regions, while hosting 60 events. As a result, unveiling new projects at the forum gives them visibility among a broad international audience.

A Testbed for Future Development

Yugra is steadily building a regional digital ecosystem based on Russian-developed platforms and services. The region has become one of Russia's principal testbeds for the practical deployment of domestic IT solutions across the public sector. Looking ahead, priorities are likely to include further expansion of citizen-facing digital services, broader use of artificial intelligence, and continued support for Indigenous languages through digital technologies.

The new agreement is expected to strengthen Yugra's standing as one of Russia's digital leaders.
