Lukomorye IT Ecosystem Unveils New Platform for Workforce Assessment and Development

Lukomorye, an IT ecosystem within Rostelecom’s commercial tech cluster, has introduced a new digital platform designed to streamline how companies evaluate and develop employees.

The product, Alkion, is positioned as a domestic alternative to platforms such as Profit.co and Avature. It enables organizations to build a more transparent and structured approach to workforce management. The system is designed to scale, allowing companies to expand usage across larger teams and multiple business units as needed.

Alkion combines multiple HR processes into a single system. It supports comprehensive employee evaluation, self-assessment, employer brand perception tracking, and individual development planning. By consolidating these functions, companies can replace fragmented tools with a unified, multidimensional view of their workforce. In practice, the platform centralizes core HR management processes. Demand is expected to be strong, given that Lukomorye’s client base includes large organizations in banking, telecom, IT, energy, and other sectors.

Clear Evaluation and Individual Development Plans

The system allows managers to assess both performance and potential using the “nine-box” matrix. For reviewing job levels, it applies the Strata methodology, which factors in knowledge, communication, and responsibility. Employees complete self-assessments and then receive structured feedback from experts. They also take part in building their own development plans, which increases engagement and accountability.

Alkion provides several operational advantages. It helps business leaders better understand workforce strengths and gaps, enabling more informed promotion decisions. Each employee has a unified digital profile that includes evaluation history, development plans, and progress tracking. Sensitive data is protected through role-based access controls. The main dashboard displays evaluation results, self-assessments, development plans, as well as key analytics and HR contact points.

Role-Based Access and System Flexibility

The interface adapts to each user’s role. Employees can review and compare their evaluation and self-assessment results, and manage their development plans. Managers, meanwhile, have visibility across their entire team.

The administration module allows companies to configure the platform for their specific workflows. Organizations can upload employee and department data through spreadsheet tools or integrations, validate data quality, and create virtual organizational structures if needed. The system also supports configuration of evaluation and development workflows, assignment of responsible staff, and editing of employee and department data based on assessment outcomes.

Additional tools provide analytics and monitoring of HR processes. Alkion can be deployed either on-premises or in the cloud, with multiple licensing models available. That flexibility makes it relatively straightforward to adapt the platform to different organizational needs.

A Building Block for Import Substitution

Russia’s HR technology market has expanded rapidly in recent years, particularly after Western vendors reduced or withdrew support. Demand for domestic enterprise software has increased sharply. Since 2022, more than 30 projects have been implemented to replace SAP HR systems in Russia.

Solutions like Alkion allow large employers to reduce dependence on foreign HR platforms, keep employee data within controlled infrastructure, and manage processes in line with national regulations. When implemented effectively, the system gives employees clearer visibility into career paths, strengths, and skill gaps. The Lukomorye platform is positioned as part of a broader shift toward replacing foreign enterprise systems with domestic alternatives.

In the longer term, that transition is expected to support Russia’s push for technological sovereignty.
