Moscow Moves School Transfers Fully Online

Student academic records are now transferred automatically between schools in Moscow, eliminating the need for parents to collect and deliver paper documents in person. Similar mechanisms are expected to appear in other Russian regions in the future.

Moscow has updated its school transfer service on the mos.ru portal, allowing student performance records to move automatically between educational institutions in digital form. Parents no longer need to pick up paper transcripts from one school and bring them to another themselves. The change not only makes the process faster and simpler, but also reduces the risk of errors and lost documents. In addition, the online application form now includes automatic validation of submitted data.

In practice, Moscow is testing a model in which administrative school procedures become fully digital. Electronic services are evolving into infrastructure for data exchange between institutions – a shift that is driving the development of both individual government services and Russia’s broader digital-platform market. As a result, schools and families face less paperwork and fewer bureaucratic procedures.

Focus on Data Protection

Moscow has already begun sharing its educational digital know-how with other regions. Over time, school transfers are likely to become almost entirely seamless, with not only academic records but also student files, individual learning-plan data, benefits information, olympiad participation records, and extracurricular education details transferred electronically. A similar mechanism could eventually support moves between regions as well.

For the system to work reliably, however, authorities will need to ensure secure and accurate data transfers and compatibility between Moscow and regional IT systems. If student personal data is protected properly, receiving schools will be able to assess a student’s academic level, gaps, achievements, and adaptation needs more quickly. However, maintaining an offline alternative would remain important for families that have difficulty using digital services.

Millions of Students Already Use Electronic School Services

The transition toward digital administrative processes in Russian schools has been underway for several years. In 2022, the Ministry of Education, the Ministry of Digital Development, and the Moscow government signed an agreement to develop FGIS Moya shkola (My School federal state information system). The foundation for that digitalization effort became the Moskovskaya elektronnaya shkola platform (Moscow Electronic School, or MESH). A year later, Moscow and the surrounding Moscow region agreed to integrate MESH services into schools across the region. In 2023, Moscow Mayor Sergey Sobyanin said the number of MESH users had reached 2.8 million people, while the platform handled more than 4.5 million daily interactions.

Schools in the Tyumen region joined MESH in 2024. In 2025, MESH was added to Russia’s official software registry, and officials announced plans to use the platform during graduation exams. Most recently, in May of this year, agreements were signed to deploy MESH services in educational institutions across Karelia, Bashkortostan, and the Vologda, Murmansk, and Tver regions.

Balancing Convenience and Security

The move to electronic school transfers marks another step in Moscow’s broader push toward fully digital document management in education. The process reduces the number of in-person visits and paper documents required, saving time and effort for students and parents alike. Similar mechanisms are expected to expand into other regions, especially where MESH services or regional segments of FGIS Moya shkola are already being deployed.

In the near future, the central debate around these systems is likely to focus on balancing the convenience of digital services with the protection of minors’ personal data. Because of that, the success of the new format will depend heavily on the technical reliability and security of the platform.
