RTK-Service Upgrades QoS Architecture Across Rostelecom Networks

The innovation is expected to improve infrastructure performance without requiring physical network expansion.

Telecom operators are seeing network loads rise steadily, and simply expanding infrastructure is no longer enough. Operators need to make more efficient use of the resources they already have, which requires the right tools.

Limits of Capacity Expansion

RTK-Service, a systems integrator, recently developed new high-level designs (HLDs) for Rostelecom to improve quality of service. The designs cover all key router types and establish common QoS (Quality of Service) standards for the coming years. The upgrade was urged by the nationwide operator's transition to a new QoS service model that uses eight forwarding classes, or traffic queues.

Industry experts emphasize that efficient network management is now becoming critical for telecom operators. Platforms supporting video streaming, voice services, video surveillance systems, and many other applications place enormous and steadily increasing loads on networks. Operators often have limited ability to rapidly add transmission capacity, making QoS technologies a priority for improving service quality.

Adapting Quickly to Market Changes

“The new eight-queue QoS model delivers more predictable quality of service and service scalability, which is critical to the growth of our customers' digital infrastructure. The designs developed by our engineers allow us to adapt quickly to changing market needs while maintaining high reliability and process transparency. They not only take into account the architectural characteristics of the platforms being used, but also establish standards for managing quality of service over the coming years,” said Konstantin Savchuk, CEO of RTK-Service.

Projects of this kind are particularly important for the Russian market. Consumers should see more reliable and consistent fixed broadband service at home. Enterprises, meanwhile, will gain a stronger foundation for further digitalization, since cloud technologies, the Internet of Things, and intelligent platforms all depend on reliable connectivity.

By deploying technologies of this kind, Russia is not only reducing its dependence on foreign suppliers but also building expertise that could eventually be exported to friendly countries.

Network Modernization Never Stops

Given the importance of network modernization, the process is effectively continuous. In 2023, for example, RTK-Service and Rostelecom relocated the operator's central backbone network node from leased premises to the M9 data center. The project involved migrating 185 pieces of equipment without disrupting customer services. The work was complex, requiring engineers to plan each step virtually minute by minute. Ultimately, however, Rostelecom gained greater control over its equipment while reducing costs.

Thousands of Gigabits per Second of Additional Capacity

In 2025, RTK-Service completed an upgrade of Rostelecom's backbone network across 23 Russian cities, increasing the capacity of optical data transmission links. The upgrade added a combined 9,000 Gbps of capacity to Rostelecom's backbone IP/MPLS network and 7,241 Gbps to its regional network.

That same year, the companies completed a pilot deployment of Russian-made EcoRouter broadband remote access server (BRAS) equipment. The project became part of the transition toward domestically produced components in critical network infrastructure.

The latest project shows RTK-Service expanding its role as a systems integrator focused on network architecture design, import substitution, and support for complex infrastructure projects. Over the longer term, this expertise could become part of Russia's offering in the international telecom integration market: exports could include not only individual products, but also engineering services for building and upgrading networks.
