Virtual PBX Market in Russia Continues Steady Growth

Russia’s virtual PBX market continues to expand, with companies increasingly turning to cloud-based telephony to streamline communications and reduce costs. MTS Exolve, part of telecom operator MTS, recently deployed its technology stack for StroyEnergoKom, a company specializing in the modernization and installation of smart electricity metering systems.

The rollout included a range of solutions. A virtual PBX was deployed at StroyEnergoKom to centralize management of the company’s communications. The shift to a virtual system unified inbound and outbound traffic within a single digital environment, while enabling call recording and analytics.

Security was also a key focus. The services protect phone numbers and ensure data confidentiality. They also improve service quality control, which is critical for field technicians who interact with residents daily when installing and maintaining electricity metering devices.

"Having implemented a comprehensive set of digital solutions, we created a secure communications environment and gained the ability to monitor and analyze calls through recording and interaction analytics," said Marat Gasanyan, head of development at StroyEnergoKom.

Industry analysts note that demand for virtual PBX solutions in Russia continues to rise due to several factors. Unlike traditional telephony, cloud systems do not require significant upfront investment in physical infrastructure. At the same time, functionality continues to expand, including call management, CRM integration, software bots, and simultaneous use of mobile and fixed-line numbers. These solutions deliver both direct savings, through lower telecom and maintenance costs, and indirect gains, such as improved service quality and stronger customer loyalty.

Doubling Over Five Years

Since 2015, the Russian virtual PBX market has grown at an average annual rate of 15 - 30%. According to TMT Consulting, the market is expected to reach 52 billion rubles (approximately $560 million) by 2028, up from 25.5 billion rubles in 2023 (about $275 million). Another key driver is the ongoing shift toward domestic telecom solutions, which supports sustained growth for providers such as MTS Exolve.

Growth potential remains significant. According to Beeline deputy CEO Maksim Zaykov, virtual PBX penetration in the operator’s B2B customer base is around 20%, leaving substantial room for expansion. Growth is expected to come from both microbusinesses and large enterprises.

Competition Enters a New Phase

The market is entering a consolidation phase around major telecom operators. In this environment, competition is shifting away from standalone features toward ecosystem depth and integration with adjacent services. Over the next few years, operators are expected to expand automation capabilities based on speech technologies and prepare their infrastructure for deeper AI adoption.

Virtual PBX solutions are likely to continue evolving rapidly, particularly through AI integration. These systems will move beyond call management to understanding conversational context, helping businesses reduce risks and improve communication outcomes.
