Voice Assistant Handles Thousands of Russian Citizens’ Requests in Just Four Months

An AI-powered voice assistant is helping government officials in the Moscow region manage public feedback by making thousands of calls and processing complaints automatically.

Since April 2025, the interactive voice assistant “Mobile Administration” has made over 6,600 calls and collected more than 1,500 citizen evaluations, according to the Ministry of Government Administration, IT, and Communications of the Moscow Region.

The AI system notifies residents about the resolution of issues they had reported during outreach meetings with government officials. It also gathers feedback on the quality of completed work.

The assistant uses advanced technologies to transcribe speech, analyze user intent via neural network algorithms, and generate accurate responses. When necessary, it can transfer calls to a human operator.

The system remembers information provided at the beginning of the call, so users don’t have to repeat themselves. It also reacts to pauses and can connect with external data systems to check request statuses or book appointments.

Developers highlight that the platform operates fully autonomously. It can be updated with new scripts, perform model testing, and conduct speech analytics. Integrating such solutions significantly enhances communication between citizens and authorities.
