Automation of Staff Training Enhances Safety at Balakovskaya A-plant

The team at Balakovskaya A-plant has developed a digital platform to train personnel in occupational safety requirements, embedding compliance into daily operations.

The project Tsifrovoy kontur – obuchenie pod kontrolem (Digital Loop – Training Under Control) won an industry safety culture competition in the “Digitalization and Process Automation” category.

From Fragmentation to System

At large industrial facilities, employees across all categories must regularly complete occupational safety training. Regulations set strict requirements for managers, engineers, operators and support staff, including onboarding, tenure-based milestones, annual refreshers and additional training as needed.

Previously, planning these processes was labor-intensive. Occupational safety teams manually collected data from different departments, aligned job-role matrices with actual staffing structures, tracked overdue training and compiled reports. Errors were difficult to avoid, and fines for allowing an untrained employee to work can reach RUB 130,000 (approximately USD 1,400).

The Balakovskaya A-plant team addressed this by building a structured system. They first developed a role and profession matrix aligned with the requirements of a government resolution issued in December 2021. They then created a digital organizer fully synchronized with corporate HR systems. The platform automatically retrieves data on hiring, termination and tenure, matches it against the matrix and generates individualized training plans for each employee.

Five Layers of Digital Safeguards

The system architecture operates as a multi-layer safety filter. As explained by occupational safety engineer Mariya Andreeva, the platform includes five core modules. The first is intelligent planning, where an algorithm determines who needs which training and when, sending notifications to safety teams, HR departments and employees. The second is preventive monitoring, using traffic-light-style indicators to flag upcoming deadlines and minimize overdue training. The third module consists of digital employee profiles that store complete training histories. The fourth is an online calendar that allows employees to book sessions themselves. The fifth is a feedback index, where after each course employees rate its usefulness on a scale from zero to ten, providing input for continuous improvement.

Measurable Impact

The implementation delivered measurable results. The time required to submit requests and verify training status decreased sixfold, while reporting preparation became eight times faster. Planning errors declined significantly, reducing exposure to administrative penalties. A survey of 389 users showed satisfaction levels exceeding 90 percent across key parameters, including automation, transparency and usability, while overall convenience reached 95 percent.

Adaptability has also been a key factor. The platform can be configured for different industrial sectors, from energy to transport and manufacturing. Industry enterprises have already expressed interest in adopting the Balakovskaya A-plant solution as a ready-to-deploy tool for managing workforce training.

Building a Safety Culture

Digitalizing occupational safety training reflects a broader shift toward automating routine processes in industrial operations. It also supports the development of a safety culture in which each employee clearly understands their responsibilities and the system ensures that no training step is missed.
